Scientific peer-reviewed open literature

Plant protection products are substances or formulations that are used to protect plants or plant products against harmful organisms, to influence the life of the plant (except for nutrients), preserve plant products, destroy undesired plants, and to prevent the growth of undesired plants. Beside other requirements an assessment of the scientific peer-reviewed open literature for the approval of pesticide active substances is required.

SCC has more than 20 years of experience in the registration of active substances and plant protection products which always included the assessment of open literature on adverse effects of active substances and plant protection products.

Literature searches are to be carried out according to the guidance of EFSA on “Submission of scientific peer-reviewed open literature for the approval of pesticide active substances under Regulation (EC) No 1107/2009” (EFSA Journal 2011;9(2):2092)

Side-effects on health, the environment and non-target species

This Guidance of EFSA provides instructions on how to identify and select “scientific peer-reviewed open literature” and how to report it in a dossier, as required by Article 8(5) of Regulation (EC) No 1107/2009 on the placing of plant protection products on the market.

The Guidance applies for dossiers on active substances as well as on plant protection products. It aims to provide a review on scientific peer-reviewed open literature dealing with side-effects on health, the environment and non-target species of the active substance and its relevant metabolites published within the last ten years before the date of submission of the dossier.
